They need safe, properly planned access that suits the job, the site and the people using it.

For roof repairs, extensions, solar installations, commercial maintenance and industrial works, compliance starts long before the first tube is lifted. It relies on competent planning, trained erection teams, suitable equipment and regular checks throughout the hire period.

What UK scaffolding compliance is designed to achieve

The main aim is simple: prevent falls, falling materials and structural failure while allowing work to be completed efficiently. Scaffolding must provide a safe working platform and safe access, but it must also be capable of carrying the expected loads without moving, settling or becoming unstable.

The Work at Height Regulations 2005 are central to this. They require work at height to be properly planned, supervised and carried out by competent people. They also establish an order of control: avoid work at height where reasonably practicable, prevent falls where work at height cannot be avoided, and minimise the distance and consequences of a fall where risk remains.

For a homeowner, this may mean using scaffold rather than relying on ladders for prolonged roof or rendering work. For a contractor or facilities manager, it means considering access at the design and programming stage rather than treating it as a last-minute requirement.

The Construction (Design and Management) Regulations 2015 also apply to construction projects. Duties vary according to the scale of the work, but clients, contractors and principal contractors must make suitable arrangements for health and safety. A scaffolding contractor needs clear information about the task, site conditions, other trades and any unusual risks before erecting a structure.

There is no one-size-fits-all scaffold. A small independent tower or front-elevation scaffold for gutter repairs has different needs from a loading bay scaffold serving a busy construction project. The same principle applies in every case: the scaffold must be designed, erected, altered and dismantled safely by competent people.

A compliant installation begins with a site assessment. The scaffolder should consider ground conditions, access for delivery, overhead cables, public footpaths, vehicle movements, nearby buildings and the work to be completed. Soft or uneven ground may require sole boards, base plates or additional engineering consideration. A structure on a pavement may need a local authority licence, pedestrian protection and suitable lighting.

Scaffold must also be founded on a stable base and tied to a suitable permanent structure where required. Ties, braces and ledgers are not optional extras. They work together to control movement and maintain stability, particularly in exposed locations or where sheeting, netting or temporary roofs increase wind loading.

Design, loading and the right scaffold specification

Most straightforward scaffolds can be erected to a recognised standard configuration, commonly in line with NASC guidance such as TG20. Where the scaffold falls outside those standard arrangements, a bespoke design may be needed. This can include unusual shapes, bridging over conservatories or entrances, cantilever sections, high-rise structures, heavy-duty loading bays, temporary roofs and scaffolds carrying significant sheeting.

The design must reflect how the scaffold will actually be used. A platform for light inspection work is not the same as one supporting bricklayers, stored materials, hoists or solar installation equipment. Overloading platforms is a common and serious risk, so the permitted loading should be understood by the trades using the scaffold.

Customers should be clear about planned activities from the outset. If a roofer needs a rubbish chute, a builder needs a loading bay, or solar installers need protected access around a roof edge, these requirements should be included in the original brief. Adding them later may require an alteration, extra design work or a revised programme.

Competence is part of compliance

Compliance depends on the people carrying out the work as much as the equipment itself. Scaffold erection, alteration and dismantling should be completed by trained, competent operatives under appropriate supervision. Only authorised scaffolders should alter a scaffold. Trades sometimes remove a guard rail to lift materials, shift a board to gain space or move a ladder without appreciating the effect on the overall structure. Even a small change can create an unprotected edge or compromise stability.

If the scaffold no longer suits the work, the right answer is to request an alteration. This keeps the structure safe and provides a clear record of what has changed.

Guard rails, access and protection from falling objects

A safe working platform needs more than scaffold boards. It requires suitable edge protection, normally including guard rails and toe boards, to prevent people and materials falling. Brick guards, debris netting or fans may also be needed where works are close to a public area, entrance, pavement or neighbouring property.

Access must be planned too. Ladders used for access should be correctly positioned and secured, while stair towers can be more suitable for larger projects, frequent use or where workers are carrying tools. The most appropriate option depends on the height, expected footfall, materials being moved and available space.

Public protection deserves particular attention. On a domestic street, this may involve protecting a footpath, maintaining safe passage for pedestrians and ensuring the scaffold is visible after dark. On commercial or industrial sites, it may mean coordinating exclusion zones, deliveries, vehicle routes and access for other contractors.

Inspection, handover and records

A scaffold should be inspected by a competent person before it is first used. It must then be inspected at intervals not exceeding seven days, as well as after circumstances that could affect its safety, such as strong winds, impact damage, substantial alteration or a period out of use.

The inspection record should identify the scaffold, confirm the date and time, note any defects and state the action taken. Records matter because they create accountability and give site teams confidence that the structure remains suitable for use.

In practical terms, a good inspection process covers the condition of the foundations, standards, ties, braces, boards, guard rails, toe boards and access points. It should also look for unauthorised alterations, loose fittings, damaged components and materials stored where they should not be.

A handover procedure is equally useful. It confirms that the scaffold has been erected for the agreed purpose and makes clear who is responsible for arranging ongoing inspections. Responsibilities of the client, contractor and scaffold user

The scaffolding contractor is responsible for supplying and erecting the agreed scaffold safely. However, compliance is shared. The client or principal contractor must provide accurate site information, coordinate the work and avoid asking operatives to work from an incomplete or unsuitable structure.

Users also have a duty to act sensibly. They should not overload platforms, climb on guard rails, attach lifting equipment without approval or make alterations themselves. Defects should be reported immediately, and access should be restricted if there is any doubt about safety.

Weather is one area where good judgement matters. High winds do not automatically mean every scaffold is unsafe, but wind can affect sheeting, loose materials and exposed structures. After severe weather, the scaffold should be checked before work resumes. The same caution applies following a vehicle strike, building movement or any incident that may have affected the ties or base.

Choosing a contractor who treats compliance properly

Price matters, but the cheapest quote can be costly if it excludes proper planning, inspections, edge protection or the alterations needed as a project develops. Ask what scaffold is included, what it is designed to support, whether public highway permissions are required and how inspections will be managed.
