A scaffold can look unchanged from ground level while a fitting has loosened, a board has been displaced or recent weather has affected its stability. That is why scaffold inspection frequency is not simply an administrative requirement. It is a practical safety control that keeps access safe for roofers, builders, solar installers, maintenance teams and anyone working above ground level.
For most projects, the basic rule is straightforward: a scaffold should be inspected by a competent person before it is first used, at least every seven days while it remains in place, and again after an event likely to affect its strength or stability. The detail matters, however. A seven-day inspection does not remove the need for regular visual checks, and it does not mean a scaffold can be used after damage or alteration simply because its next scheduled inspection is not yet due.
Scaffold inspection frequency: the core requirements
Under the Work at Height Regulations 2005, scaffolding from which a person could fall two metres or more must be inspected by a competent person before first use, then at intervals not exceeding seven days. An inspection is also required after circumstances that could have made the scaffold unsafe.
In practice, this creates three key inspection points. The scaffold needs a thorough inspection after erection and before handover for use. It then requires a formal inspection every seven days for as long as it is erected. Finally, it must be checked again following conditions such as high winds, heavy rain, impact damage, substantial alteration or a period when the scaffold has not been used.
The exact arrangements should be agreed between the scaffold contractor, principal contractor and site management team. On a domestic job, this may be a simple handover and planned inspection visit. On a busy commercial or industrial site, a competent person may inspect the scaffold as part of a formal site inspection regime. What matters is that responsibility is clear and the required checks are never missed.
Before first use: the handover inspection
No one should begin work from a newly erected scaffold until it has been inspected and handed over as safe for its intended purpose. This check confirms that the structure has been erected to the agreed design or recognised configuration, with suitable foundations, ties, bracing, guard rails, toe boards, access and working platforms.
The inspection should also reflect how the scaffold will actually be used. A lightweight access scaffold for a small gutter repair has different loading demands from a structure supporting brickwork, roofing materials or a solar installation team. If the work changes, the scaffold may need to change too.
A professional handover gives the customer and working trades confidence that the structure is ready. It is also the point to raise any practical questions, such as where materials can be stored, which lifts are for access, whether a loading bay is provided and which areas must remain clear.
The seven-day inspection rule
The seven-day interval is the maximum period between formal inspections, not a target to stretch. If a scaffold was inspected on a Monday, its next formal inspection must take place no later than the following Monday. On longer projects, recording the date clearly helps site teams plan without relying on memory or assumptions.
A competent inspector will look at the scaffold as a whole, rather than just checking that boards appear to be in place. They will consider its foundations, standards, ledgers, transoms, braces, ties, couplers, platforms, edge protection, access points and any sheeting, netting or loading arrangements. They will also assess whether there are signs of interference, overloading, unauthorised changes or damage.
Inspection reports should be completed and retained properly. For construction projects, reports are generally kept on site until the work is complete and then retained for a further three months. Good records create a clear history of the scaffold's condition and show that the access arrangements have been managed responsibly.
When a scaffold needs checking sooner
The calendar is only one part of safe scaffold management. An additional inspection is needed after anything that may have affected the scaffold's strength or stability. This is particularly relevant in the North West, where exposed properties and open sites can be affected quickly by changing weather.
Common triggers include:
high winds, severe rain, snow or other adverse weather
a vehicle strike, falling materials or other impact damage
removal, movement or adjustment of scaffold components
significant changes to loading, such as stacked materials or added equipment
suspected tampering, vandalism or unauthorised access
a long period out of use, particularly where site conditions have changed
There is no single wind speed that automatically applies to every scaffold. The response depends on the scaffold design, its height, location, sheeting or netting, exposure and the work being undertaken. A scaffold with sheeting can catch far more wind than an open structure, for example. If weather conditions have been severe enough to raise doubt, access should be stopped until a competent person has inspected it.
Daily checks still matter
A formal weekly inspection is not a replacement for a sensible pre-use check. Before starting work, operatives using the scaffold should look for obvious changes: missing boards, loose edge protection, unsafe access, visible damage, materials blocking walkways or signs that someone has altered the structure.
These checks do not need to turn tradespeople into scaffold inspectors. They are a practical first line of defence. If something looks wrong, the right response is to stop using the affected area, prevent others from accessing it where possible and report the issue immediately.
A scaffold tag can help communicate its current status, but it is not proof that a scaffold is safe by itself. Tags can be damaged, overlooked or left unchanged after circumstances on site have altered. The inspection record, the condition of the scaffold and the judgement of a competent person are what count.
Who can inspect scaffolding?
The person carrying out a formal scaffold inspection must be competent. This means they need the appropriate knowledge, training, experience and authority to identify defects, understand their significance and decide what action is required. On many sites, this will be a trained scaffold inspector or a suitably qualified member of the construction team.
Competence is more than recognising a loose fitting. The inspector needs to understand the intended configuration, loading, tie pattern, access arrangement and the impact of alterations. For complex scaffolds, temporary roofs, protection fans, cantilevered sections or industrial access structures, the required level of knowledge is naturally higher.
Homeowners and landlords are not expected to climb up and inspect their own scaffold. They should, however, report concerns promptly and make sure that tradespeople do not interfere with the structure. A scaffold is a temporary works system, not a convenient place to hang ladders, attach equipment or store excess materials unless those arrangements have been planned.
Alterations must be controlled
One of the most common causes of scaffold safety problems is an unauthorised alteration. Removing a guard rail to lift materials, taking out a board to create access, loosening a tie or moving a ladder may seem like a small change. It can compromise the entire arrangement.
Only trained scaffolders should alter, adapt or dismantle a scaffold. If a trade needs extra lifts, a different access point, a loading bay or clearance for a new stage of work, the safest and quickest route is to ask for the scaffold to be adapted properly. The structure can then be inspected again before it returns to use.
This approach avoids delays later in the job. It also protects everyone involved, from the workforce using the scaffold to the client responsible for the premises.
Make inspection part of the project plan
For a short domestic repair, arranging the next inspection may be simple because the scaffold could be down within a week. For an extension, roof replacement or commercial refurbishment, inspection dates should be considered from the start. The project programme should allow for weekly inspections, weather-related checks and any planned adaptations.
Clear communication is especially useful where several trades share the access. The roofer, renderer, window installer and solar team may all rely on the same scaffold, but none should assume another contractor has checked it. One named responsible person and a clear reporting process prevent gaps.
